Írásunk arra a kérdésre keresi a választ, hogy a Költségvetési és Bankunió/a továbbiakban: KBU/ eddigi működési tapasztalatai és a várható kiegészítő intézkedések mennyiben jelentenek új szakaszt az európai integráció fejlődésében. Megállapítja, hogy a nemzetek fölötti döntéshozatalnak olyan új rendje jött létre, amiből csak Brexit révén lehet kilépni. Ezzel szemben a “kívül is levők, belül is levők” számára a költségek halmozódnak, míg a haszon elmarad. A KBU a többsebességes Európa korábban is létezett gyakorlatát formális-intézményi szintre emeli. A kimaradókra az örök cserejátékos szerepe vár, pénzügyi sérülékenységgel és az érdemi nagy döntésekből történő intézményes kimaradással.

This paper is an attempt to present the broad picture of three decades of studying systemic change of Central and Eastern Europe in a comparative perspective. Relying on broader economic theory and development economics, in particular the political economy of policy reforms, some preliminary conclusions are drawn which might be relevant from the angle of east Asian countries. Finally some general insights are offered to substantiate the claim on why the comparative approach in general and transition studies in particular will remain relevant both for theory and policy for the decades to come.

This chapter addresses fundamental issues of economic policy and systemic change in the post-1989 period. The research question if, when, and to what degree, the broad institutional and policy changes have managed to boost convergence to western Europe. In eight theses, highlighted as sub-chapter headings it attempts to present the big picture. The classical agenda: of Stabilization, Liberalization, Institution-building and Privatization/SLIP serves as a read thread in assessing bits and pieces. Issues of long term path dependency versus impacts of policy choices are discussed. Due to space limitations, country experiences are discussed as illustrations only. In terms of timeline 1989 – the Polish round-table talks and the collapse of the Berlin Wall- then 1999, the NATO intervention in Yugoslavia and the Helsinki EU Counclil on Big Bang enlargement- and finally 2008 – the spillover of the global crisis and its management – are taken as watersheds. While 1999-2008 was a period of real convergence, the post-crisis period it came to a halt in most countries. The final, nineth chapter explains how this relates to the rise of illiberalism.

This paper addresses the insoluable conflict between the letter and spirit of the Lisbon Treaty/TEU 2009 on the one hand and the not so creeping supranationalism, that has emerged from a series of crisis-manging measures at the Community levelin 2008-2015, on the other. While the TEU is firmly grounded in intergovernmentalism, the series of ad-hoc innovations translate into an ever growing supranatio-nalism. The latter is expressed in a programatic fashion inthe Juncker Note of February, 2015. The latter implies a qualitative change in the nature of the EU as we had known before, which was known to be a community of nation-states.

Managing the crisis of the Euro-zone, triggered primarily1 by the spillover of the global financial meltdown has brought about more supra-national solutions than anybody could have guessed at the time of signing the latest Treaty on the European Union/TEU in Lisbon in 2009. While the latter is firmly anchored in enhanced inter-governmentalism, innovations in crisis management have brought about giant steps toward supranational solutions. Creating a permanent mechanism for crisis management, the European Stability mechanism/ESM, vesting the European Central Bank/ECB with the non-trivial and largely fiscal role of supervising systemically relevant large private banks, creating the Single Resolution Mechanism/SRM and the European semester all follow the ’discipline for money’ logic. Furthermore the ECB has been re-interpreting its mandate in September, 2012. By providing unlimited liquidity ’to save the euro’, further by launching a 1.17 trillion worth of stimulus package in January, 2015, it has been transformed intoa full-blooded federal central bank.

This paper offers six theses on the components, roots and consequences of the crisis of EMU and crisis management. Surveying the literature and the most contested claims therein it argues that while the architecture of EMU is basically sound, behavior of the players of the game should seek to take those rules more seriously. Should that happen, reforms allowing forthe financial sustainability of the European social market economy are both desirable and probable in the years to come. This piece deliberately avoids discussing issues of global capital flows and their impact on EMU, which is a related subject, but transcends the scope of the current analysis.

These, we hope, may be relevant both for general economics, and particularly for its much needed improvements over the current, over-standrized education, The observation of a variety of transitions, and its policy applications helps creating a more relevant brand of science, both for understanding and improving reality, a research project that students of post-communist economies are naturally pre-occupied with.
