The paper addresses the issue, if costs and benefits/outcomes of post-Communist transition can be evaluated by the most commonly used economic concept, i.e optimality.In comparing theories and outcomes it asks how the quality of polity and institutions determine the outcome of importing institutions from the west. It also asks if, and to what degree, the Lisbon Agenda of the EU is a call for rethinking all existing continetal European models that evolved in the first two decades of tansition from communism.

This study offers a broad overview of major issues of joining in the European Union with the benefit of hindight. The case of Hungary is being analyzed in order to specify the reasons for the growing disenchantment with a basically successful enlargement project. Lack of reforms within the Union and policy lapses in the new members are equally to blame for an outcome, which is better than its name.

A tanulmány azt a kérdést vizsgálja, hogy társadalmi értelemben mennyire volt sikeres Magyarország átalakulása az elmúlt két évtizedben. Megállapítja, hogy a gazdasági siker és a társadalmi deficit kettőssége mellett az első másfél évtized tartalékai kifulladóban vannak. Az uniós tagság csak esélyt, de nem biztosítékot jelent az új szakasz sikeres végbevitelére. 2007-ben jelentősen más kihívások előtt áll az ország, mint 1995-ben állt. Ebből is adódóan a fenntartható növekedés és az eddigieknél eredményesebb társadalompolitika kettősére, az ezt megalapozó irányok fölvázolására teszünk kísérletet.

Part One of the paper is devoted to the structural features of changes in higher education in terms of contents and space as well as organizational structure. Part Two is devoted to the analysis of status quo and perspectives. From this, in Part Three recommendations and suggestions follow. The major finding is that approximation to the West European standards has already replicated the structural weaknesses of those systems. The mismatch between ideology and bureaucracy- inspired changes in higher education on the one hand, and labor market demand in the medium to long run on the other has intensified and is likely to grow in the future.

The paper examines conditions of enlargement to the East and asks, if, and to what degree, enlargement of a basically unreformed EU has been at the root of the crisis of 2005? Part Two surveys major components of, and eventual “solution” to, this crisis, while Part Three offers potential avenues for a real breakthrough, once the usual extrapolation exercises will be overcome.

This paper surveys the literature on the importance of geography and foreign direct investment/FDI against old and new development and mainstream theories. It finds that both play a significant and favorable role, although through different mechanisms than postulated earlier. The importance of the quality of the institutional framework, as well as conditions for human capital accumulation are added to previous insights on the crucial role of opennness and property rights. It aims at contributing to the bridge-building between modern economic theory and rather empiricist, business management oriented studies on FDI and trade.
